The CIO's MLM Platform RFP Template

Forty-seven procurement-grade questions across six sections, refined from enterprise evaluations at $10M to $100M GMV networks.

The CIO's MLM Platform RFP Template

Most enterprise MLM software RFPs are written from the IT team's perspective and miss the operational depth that determines whether the platform actually scales the business. The result is a procurement process that filters on security and scalability (where most vendors look acceptable), then misses the comp plan engine and integration depth where the real differences live. Twelve to eighteen months later, the gaps surface in operations, and the network is back in vendor evaluation with switching costs that should have been priced in.

Below is the RFP template we share with networks doing $10M to $100M GMV. Six sections, forty-seven questions. The vendor that answers cleanly across all six is the one most likely to still be the right answer in year three.

Section A: Security and compliance (8 questions)

  1. Provide your most recent SOC 2 Type II report. Type I is not sufficient for enterprise procurement. If the report is more than 12 months old, the certification is stale and a refresh should be in progress.
  1. Describe your encryption strategy at rest and in transit, including key rotation cadence. Industry standard is AES-256 at rest, TLS 1.3 in transit, key rotation every 12 months minimum.
  1. List your data-residency options. Can our EU, UK, and US distributor data stay in-region? The answer should specify which AWS or GCP regions are supported and whether residency is enforced at the database tier or only at the application tier.
  1. What is your incident response SLA? Provide a sample post-mortem from the past 18 months. Vendors that can't share post-mortems either haven't had incidents (unlikely at any reasonable scale) or aren't transparent about them.
  1. Describe your access-control model for engineering staff against production data. The acceptable answer involves time-bounded JIT access, full audit logging, and quarterly access reviews.
  1. How do you handle GDPR data subject access requests at scale (>1,000/month)? The platform's job is to make distributor erasure workable without breaking the genealogy tree's integrity.
  1. What KYC/AML integrations are pre-built? Onfido, Jumio, Trulioo, Sumsub, Veriff. Pre-built means functional integration in the admin UI, not "we have an API you can use."
  1. Document retention policies. Distributor records, transaction records, support tickets. The policy should specify retention periods per data class with regulatory justification.

Section B: Scalability and reliability (7 questions)

  1. Largest production deployment by active distributors. Cite name (under NDA acceptable). The answer should be at least 5x the size of your network.
  1. Stated uptime SLA. What's the actual trailing 12-month delivery? Public status pages are preferred; trailing-12 delivery should be within 0.05% of stated SLA.
  1. Multi-region deployment options. Failover RTO and RPO targets. RPO under 1 hour and RTO under 4 hours are reasonable at this tier.
  1. Throughput limits. Orders per minute, commission calculations per cycle, peak concurrent distributor sessions. Compare against your launch-day projections.
  1. How do you handle a 10x traffic spike on a launch day? The acceptable answer involves auto-scaling that's been tested under load, not "we'll provision more capacity."
  1. Database architecture. Single-tenant or multi-tenant? Implications for scale, backup, and recovery. Both are acceptable; the answer reveals what's underneath.
  1. Performance regression testing process. Frequency, public results. Quarterly minimum, with results shared on customer request.

Section C: Compensation plan engine (10 questions)

  1. Native support for binary, matrix, unilevel, board, hybrid. Demonstrate each.
  1. Can rules be configured by operations without engineering? Show the config UI with our actual plan rules.
  1. Backdating and replay. Can we reprocess a payout cycle?
  1. Real-time versus batch commission calculation modes.
  1. Multi-currency settlement with country-specific tax and withholding.
  1. Edge-case handling: terminations, returns, chargebacks, splits.
  1. Volume types supported: PV, BV, CV, GV, organizational, leg.
  1. Carry-forward, flush, compression. Configurable depth and cadence.
  1. Bonus pool calculations: global pool, rank-based, achievement-based.
  1. Audit trail per commission line. Retention. Export format.

Section D: Distributor experience (6 questions)

  1. Native iOS and Android apps. Demonstrate the genealogy tree on mobile with at least 1,000 nodes loaded.
  1. Replicated-website builder. Drag-drop, subdomain routing, SEO defaults.
  1. Built-in e-wallet versus third-party integration. Per-payout cost.
  1. Self-serve onboarding flow. Average time from signup to first sale.
  1. Localization. Number of languages, RTL support, regional formatting.
  1. Performance on low-bandwidth networks (2G/3G).

Section E: Integration and API (8 questions)

  1. REST API completeness. Every CRUD operation in the admin UI?
  1. Webhook reliability. Retry policy, signing, replay dashboard.
  1. Pre-built integrations: HubSpot, Salesforce, Mailchimp, Zapier, accounting platforms.
  1. Single sign-on options: SAML, OIDC, custom IdP.
  1. Bulk import and export tooling. Format, throughput, validation.
  1. SDK availability: JavaScript, Python, .NET, Java.
  1. Sandbox and staging environment included? Refresh from production?
  1. Versioning policy. How is breaking change handled? Notice period.

Section F: Pricing and commercials (8 questions)

  1. License tiers and what each includes. No "call us" pricing for procurement evaluation.
  1. Implementation fees. Fixed or T&M? Quote a mid-market scope.
  1. Per-transaction fees. Payment processing, wallet, KYC. Itemized.
  1. Support tier descriptions. Response SLA, named CSM, escalation path.
  1. Customization quotes. Sample 200-hour engagement.
  1. Auto-renewal terms. Notice periods. Exit clauses.
  1. Data export on contract termination. Format, timeline, free?
  1. Reference customer list. Three reference calls before signature.

Putting it together

Send these forty-seven questions to your shortlisted three vendors. The vendor that answers each section specifically (not with marketing slides) is the one to advance. Vendors that defer half the questions to "we'll come back to you" are functionally telling you they haven't faced procurement at this depth before. CloudMLM Software and Business MLM Software both answer this template cleanly in our experience; the rest of the directory varies by section.
